All 7 Factions & Agencies In Reacher Season 4's Plot Explained

The first three episodes of Prime Video’s Reacher season 4 have introduced a new cast and another conspiracy for the titular character to unravel. Reacher is easily one of the best action TV shows currently on Prime Video, with its latest installments proving why it has been continuously held in high regard by critics and audiences alike. While a little dark and brutal, Reacher's fourth season has maintained the series' charm, leaning into what makes it work.

Based on Lee Child's 2009 novel Gone Tomorrow, the new season begins with a seemingly random encounter involving a distressed woman on a train, only for that incident to pull Jack Reacher into a conspiracy with consequences far beyond what he initially expects. Since the title character’s wanderlust ensures that he isn’t in one place for too long, Reacher season 4 has an entirely new cast.

Moving through Philadelphia, the latest installment introduces Detective Tamara Green, Officer Jacob Merrick, investigative journalist Russell Plum, Lila and Amisha Hoth, as well as Congressman John Sampson and his wife Elsbeth. So far, Reacher season 4's first three episodes have only scratched the surface of the overarching mystery and the intentions of its major players, leaving plenty of questions surrounding who can be trusted and what it all means for Reacher’s investigation.

The Philadelphia Police Department

Reacher is introduced to Detective Tamara Green and Shaun Docherty at the Philadelphia Police Department following Anna’s death. Although Detective Green becomes an important ally and risks her job to help Reacher, Docherty is not interested in finding out what happened to the woman, particularly because the feds and CIA are also involved in the investigation that is proving to be more than just another suicide.

With the discovery of another dead body that is linked to Anna’s death, the Philly PD might be more involved in the mystery in Reacher season 4’s upcoming episodes. In fact, we might even get to understand why Detective Green, who has thus far shown that she is smarter and more resourceful than her partner, has been benched when her skills could be used for more important cases.

FBI Agents

When Reacher tried to prevent Anna’s death, he had no idea that there was more to it than what he initially assumed. As he is being held in the police department pending the investigation of her suicide, agents who don’t identify themselves begin questioning Reacher about the flash drive that Anna supposedly had in her possession. Since they don’t volunteer their names, Reacher names them Snap, Crackle, and Pop.

The mysterious agents, who turn out to be part of the FBI, have information about the wider conspiracy that they are unwilling to share. Given that Reacher is Reacher, he ends up running circles around them and discovering part of what Snap, Crackle, and Pop are determined to hide. The main objective of the FBI agents is to find Anna’s flash drive, so Reacher will certainly come head-to-head with them again.

CIA Agents

Reacher season 4 expands beyond local law enforcement into the world of federal power and intelligence. This is consistent with Gone Tomorrow, where Reacher's investigation becomes connected to federal agents, the Pentagon, and threats considered matters of national security. Like Snap, Crackle, and Pop, the CIA agents don’t identify themselves, so Reacher dubs them Wynken, Blynken, and Nod after the characters in Eugene Field's classic Dutch lullaby.

Unlike the FBI agents, the CIA does not come in peace, electing to kidnap Reacher and his team to locate the mysterious flash drive. The good guys do end up escaping, but mercenaries hired by an unknown person kill several of the CIA agents, further raising questions about who is really in charge and what kind of power they wield if they are willing to lay waste to federal agents so easily.

Unknown Mercenaries

Anna’s death might have kickstarted the events in Reacher season 4, but it's the mysterious flash drive that connects the factions in the series. The federal operatives are searching for it, while Reacher becomes caught in the middle despite apparently not possessing it. The mercenaries are obviously professionals, as seen by how efficiently they carry out their objectives.

They not only attack Lila and Reacher while they are in the bowling alley, but they also kill several CIA agents. One of them was actually discovered in Anna’s house, where he was searching for the flash drive. While the series hasn’t revealed who was behind the ransacking of Anna’s car, all clues point to the mercenaries. Reacher and his team have yet to discover who has enough power and money to hire the professional killers, but it might be someone high up in the government who has no qualms about mass murder.

Lila And Her Security Team

Lila Hoth is among Reacher season 4's most mysterious characters. Lila initially presents herself as a young woman with leukemia who contacts Anna to help her find information about her father, Congressman John Samspon, so she can use it to blackmail him. However, Reacher quickly notices inconsistencies in her story. After Reacher meets the congressman, he figures out that Lila’s whole story was a lie. It turns out that she is actually an investigative journalist who wants to tell the world about Congressman Sampson’s involvement in a secret operation during his time in the military.

Given the sensitive nature of Lila’s investigation, several people did not want her story to come to light, since Sampson was on the road to becoming a presidential candidate. As such, she had to hire a security team, which can only be described as average, to protect her and Amisha. Lila has been forthcoming about what she’s up to, but she might know considerably more about the conspiracy than she is willing to admit.

Reacher's Investigative Team

Although Reacher normally operates alone, season 4 gives him an unconventional group of allies. Tamara Green and Jacob Merrick become involved after Anna's death, while investigative journalist Russell Plum contributes information from outside official channels. While not at the same level of expertise as the 110th Special Investigator's Unit, the title character’s new team each brings something to the table.

Green, whom Reacher met when he was arrested, approaches the case as a detective; Jacob is personally motivated by his sister's death and his missing nephew; and Plum uses journalism and information gathering. So far, the team has proved that they are up to the monumental task ahead of them, but the powers they are up against are like nothing either of them have faced before.

The Political Group

Congressman John Sampson and his inner circle represent another major faction. Reacher's confrontation with Sampson in episode 3 makes it clear that the politician's history may be connected to events far older than Anna Merrick's death. Nolan Cahill, Sampson's chief of staff, becomes an especially suspicious figure. By the end of the third episode, Reacher has discovered that Cahill was present on the subway on the night Anna died, placing him much closer to the central mystery than initially expected.

However, the chief of staff jumps off the building when Reacher confronts him with his suspicions, so Cahill’s role in the mystery has yet to be revealed. Of all the members of the political faction in Reacher season 4, Elsbeth Sampson is the one who might know more than she is letting on. So far, nothing has placed her in the investigation, but she is pretty invested in her husband’s political career and has the power and resources required to squash anything that might prevent him from ascending to the presidency.
