Rockstar Created about 600,000 Animations for NPCs in GTA 6
"I feel like we've built a pyramid on Everest."
The upcoming GTA 6 was delayed several times before it landed on its final release date of November 19, 2026. Allegedly, the delays were caused by a lack of production capacity to build the enormous number of NPCs. According to a recent feature by Edge, Rockstar indeed put a lot of effort into creating the population of Leonida to meet the studio's high standards.
Rather than relying mainly on procedural systems, the studio individualized its NPCs with the help of a Los Angeles-based team of writers, directors, and producers. The studio created about 600,000 animations, and the pedestrians on Vice City's streets have personality traits that shaped how they responded: temperament, aggression, where they were, what they had seen, and how the player had behaved toward them. Rob Nelson, Rockstar North's co-studio head, shares that the process involved repeatedly questioning how these characters could behave: "Who's going to be aggressive? How many people are going to go for a weapon? How many are going to test me?" For example, a pedestrian who sees a player pointing a gun in GTA 6 has a wide range of possible reactions.
Rockstar's head of development, Phil Hooker, has shared (via PC Gamer) how he plays GTA 6 and what he found while testing it. During a recent playthrough, Hooker robbed a store full of people and wanted them gone, since they could become witnesses. Older GTA games offered fewer options here, but GTA 6’s systems let the player solve the problem in a new way. He started picking fights with them and then immediately backed off, saying things like "Ah, sorry, leave it." The NPCs left the store, and he could rob it more cleanly. Hooker says the team often tests the game this way: they meet new NPCs, try different ways to interact with them, and look for ways to combine features they might not have thought of.
Head of development at Rockstar North, Aaron Garbut, emphasized the production's high standards. "We can't just trot out something that's what people might expect, or that was the easy thing to do," he noted. "We've not compromised on the scale, the detail, the interactivity, the story, the open world." Garbut described the scale of the studio's work on the game as something truly monumental: "I feel like we've built a pyramid on Everest."
Grand Theft Auto 6 will launch on Thursday, November 19, 2026, on PlayStation 5 and Xbox Series X|S. Rockstar's blockbuster was initially scheduled for 2025, aiming to hit the autumn release window, but was postponed to the next year, first slated for May 26 and then finally moved to the currently defined November 2026 release window.
